How the two packs fit together

The datapack registers the content: a painting_variant or jukebox_song entry per item. It goes in <world>/datapacks/.
The resource pack carries what you see and hear — the painting textures and the .ogg files. It goes in .minecraft/resourcepacks/ and must be enabled.
Both are needed. With only the datapack the painting registers but renders as missing texture; with only the resource pack nothing is registered at all.
Nothing is overwritten. Every vanilla painting and disc stays exactly where it was — yours are added alongside.

Images and audio are packed in your browser. Nothing is uploaded, and Bedrock is not supported — painting_variant and jukebox_song are Java registries.
