ShulkerRespawner Plugin (1.21, 1.20.1) – Bukkit, Spigot, Paper

ShulkerRespawner Plugin checks for Endermen spawns on purpur blocks, and if the purpur block is part of an End City the spawn is canceled, and a Shulker is spawned in the Enderman’s place.
