Serverpack Priority Mod (1.21.11, 1.20.1) is a utility mod that changes how server resource packs are loaded in Minecraft. Normally, a server resource pack has very high priority, which prevents your personal resource packs from modifying its textures or sounds. This mod lowers the priority of server packs to be just above vanilla textures. This allows your own resource packs to properly overlay the server pack without breaking server functionality.
