If you are playing on a fairly active server, you are going to have a hard time finding an elytra. This is because all the other players will have looted end cities that are nearer to the center of the End dimension, and you will have to travel farther out into the End to find one. Even then, the chances of finding an elytra is not guaranteed. Elytra Vaults Mod (1.21.5, 1.21.1) is here with a solution. With this mod installed, End city ships will generate a vault inside them. By using the key mentioned by the vault, usually a shulker shell, the player can open it and obtain an elytra. Other players can open the same vault to receive elytras as well.
